Look, a collection isn't legally binding if you never actually received the notice... unless they've been sending it constantly and you've been refusing the mail. If they post it publicly, they consider it served. Now, they're digging these ancient debts out of the closet and sending them out to people again.
And if you made an agreement with them for installment payments or anything else, either you or they have to provide proof of that to the court. Otherwise, the court just keeps moving forward with their own process.
