I get the part about the rooms and the seating, but what I'm really wondering about is whether there are specific health department regulations or building codes regarding kitchen setups.🙂)

Or, as they say around here—just Google it.

Does anyone here know what it actually takes to build a wedding venue? (Not counting the land itself)
Since I'd need a kitchen too, I was wondering if there are specific building codes or design requirements I should know about, and what kind of paperwork is required?

Thanks in advance

Greetings to you as well.
The short answer is that you’ll need a licensed architect. They will be the ones to map out your options, which generally fall into a few categories:
A ceremony-only space—essentially just requires tables and chairs for the couple and their wedding party.
A reception hall—again, minimal needs beyond seating, though you might want a staging area if food is being catered from an off-site location and simply delivered.
A full-service banquet hall—this essentially functions like a standard restaurant with a capacity of xxx guests.
And, naturally, a private room (with proper soundproofing 🙂) where the bride can change clothes with the assistance of the groom or a groomsman. 🙂 🙂 🙂 🙂 🙂
