What a total circus....
Yesterday, the local authorities on the Riviera announced we could roam around freely. Then, half a day later, the City of Makarska posts that actually, we can't.

Joseph Taylor11 started making quite a stink about it, and now they've even banned us.

It’s posted on the official websites for every single municipality. I assume the mayors met up with someone from the Police Department, Civil Defense, and Central Command...
It makes sense, really. It's easy enough to shut down the Riviera (we have plenty of backroads to use) and they all fall under the same Police Department anyway. Plus, Beach City is basically the hub for everything; most of the other towns don't even have a bank.

As of today, the Riviera (comprising 6 municipalities) is being treated as one single zone under this measure. This means you can move freely between Beach City and City without any issues.

So, I just got hit with a fine today($333) because my ID card is damaged.
What are my options for an appeal here? Any specific grounds I can lean on?
The border agents let me through with this ID without a second thought—is that even legal?
How do they actually prove this happened? Honestly, couldn't a police officer have just snapped it in my face?
They didn't even bother calling me into a courtroom to hear my side; they just mailed me a bill.
