Why don't they just head to Belarus? It would be way easier to track and hit them with sanctions over there. Or is there some other reason for this?

They’re calling it a partial mobilization because they're only planning to draft about 300,000 out of a possible 25 million people this time around.
That's the whole idea. Everyone's essentially on the list.

Shoigu basically went on record saying they'll only pull in reservists with actual service history or specific technical skills, then followed up by noting there's a pool of 25,000,000 guys out there who've already served and have those specialties.

We aren't talking about just one or two million people here—we're talking about a huge chunk of the male population in Russia under sixty.

But honestly, who actually has combat experience?
That would probably include anyone who’s finished basic training, even if they’ve never seen a day of actual combat.
Maybe even those guys doing support roles under military contracts back home, which doesn't necessarily mean they're frontline fighters.🤔
Those people are likely what they consider reservists.
