Does anyone happen to know where one might procure this specific item:

To clarify, we are discussing a floating platform or buoy that remains tethered by a chain to an anchor on the seabed to prevent it from drifting away. It is utilized by groups who climb aboard to engage in various activities—think of things like makeshift scales, or perhaps setting up small structures like volcanoes or octagons... you get the idea.
Mind you, more than a decade ago, there were two or three of these platforms located in the vicinity of the local pier. A few years back, I spotted one out near the bay, and I have heard rumors that they can be found near the harbor. Has anyone actually laid eyes on one recently?
In any case, any information whatsoever would be greatly appreciated.
