Slow DSL connection with D-Link DSL 584 T router

From what I can gather, we're talking about a wireless connection here. It’s possible a neighbor might be piggybacking on your network if you don't have encryption enabled; if they're jumping on your signal, they could easily be hogging your bandwidth and slowing everything down for you.
