I’m inclined to agree. It feels like your textbook case of hip-hop sampling. My only gripe is that this orchestral arrangement doesn't bear much resemblance to the original track. If there was any lifting involved here, I’d point the finger at someone like Andrew Oldham or perhaps David Whitaker.
