That Sempron 64 runs at 2.1 GHz for me just fine, staying around 43°C... I didn't even mess with the voltages or anything, and I've tried a few different ones, so don't sweat it too much... just go for it.
Try setting the FSB to 305*7 (if you have all your memory slots filled; if you're only using one stick, you might even hit 323*7), then just crank the HT multiplier to x3 and set the divider to DDR266 (133) and see what happens. 👍
It can definitely clear 2300, maybe if you tweak the voltages just a tiny bit. 😉
If you're running into trouble, it's probably just the memory divider or the HT settings being a bit off.
And honestly, it could be the board, since I'm not really sure how reliable that old Gigabyte stuff is, but yeah, that's about it.
