Speaking from my own experience, shell damage on residential buildings tends to grab the attention of tourists far more effectively than any cultural monument ever could. I live right across from one such building featuring a roughly 1x1 meter hole that’s been "patched up," sitting just inches away from an apartment window and still showing clear shrapnel scarring. It’s fascinating how almost every foreigner walking down the street notices it; they give it strange looks, point, whisper among themselves, and quite often stop just to snap a photo.
So, perhaps they aren't entirely useless after all—they offer people a chance to witness something they would never see back home.
