How do I approach a shy girl?

So, I’m just starting my freshman year of high school, and there’s this girl in my class who I’ve developed quite a crush on. Given my naturally reserved nature, I haven't found the courage to actually approach her—in fact, she hasn't even noticed I exist. The real complication here is that she's also pretty shy, and she’s practically tethered to this one incredibly popular girl at all times... WHAT AM I SUPPOSED TO DO WITH THIS?
