Look, every single corporation needs both an owner and a director on paper. But there are certain jurisdictions out there—places like Belize, Panama, or the Seychelles, for instance—that don't maintain any kind of public registry for companies. This means, essentially, that nobody from the outside can actually figure out who's pulling the strings behind those entities.
