Honestly, I think the answer depends entirely on who you are. For me, the rule is simple: I’d much rather be just another face in the crowd in NYC than the big shot in some tiny rural town in Nebraska. At least in a big city, you actually have something to aim for—plus, when you're the king of a small town, you usually don't realize how clueless you actually are.
Apply that logic to everything—school, your career, even your neighborhood... It's way better to be a solid, respected guy in an upscale suburb than the "top dog" in a rough part of town. Same goes for education—I'd take being a decent student at a top-tier prep school over being the smartest kid in a local vocational school any day of the week.
