Referral codes for Chime, PayPal, and other cards

Hey everyone, quick question for the Visa users out there—does this work all across the EU, including right here in the States? Basically, can someone living in the US sign up without any issues? I couldn't find the specifics on their website. Also, if anyone knows the deal with the USD exchange rates, let me know! Thanks!
