What about just emailing them in English?

If you're going to fix it, you need to issue the credit memo and send it over to them.
The adjustment will hit the next sales tax filing.
Before you do anything, just double-check that they're actually registered in the system.

You could always check in with your contact at the IRS...

From what I understand, you don't charge sales tax in this scenario, provided the customer you're billing is registered in the appropriate tax system.
This is treated as a service completed within the European Union.
You just need to add a note to the invoice stating that the tax liability is being transferred via "reverse charge."

It's the same situation as when we buy something from overseas and provide our tax ID, making us responsible for handling the tax on our end.

If it's just for your own company, there's no need to visit the IRS in person.
You just need to submit an electronic business request through the official portal.
Once you get the confirmation email, you should be good to go...
