Legal question for the pros

Hey everyone, I’m not totally sure if I’m posting in the right spot here—if I'm off, mods, please feel free to move this. My question is:
I’ve been living in this apartment since '93. It was allocated to us by the local municipality because my dad was killed in action during the war. But here’s the thing: back in 2004, some difficult neighbors were granted tenant rights, but they just haven't done anything about it since. The husband passed away, and now the widow won't even step up to settle things or relinquish her claim, mostly because she’d have to buy out the unit from the government.
To this day, nobody from the city council has ever shown up to issue a formal partition or even reached out to us.
It honestly feels like they’re just sitting around waiting for the woman to pass away so they can finally take control of the property. So, how much legal right does my family actually have to the apartment we're living in right now? I'm originally from Canada, and I'm assuming the laws here in America are pretty similar to what they are in the States.
