One section of the ID number (like everything before the dash) can only be up to 12 characters, unless you're using a specific 12-digit model, in which case you can go higher. That explains why a standard Social Security Number, which is longer, might be tripping things up.

Absolutely, if you’re issuing that pro forma before the service has actually been rendered.
The standard IRS guidelines usually talk about invoices, but I'm a little fuzzy on whether a pro forma falls under that same umbrella.
(5) Once an official invoice is issued, the tax obligation kicks in right then and there, regardless of how much you've billed or whether the work is even finished yet.
