Since the card is registered in your name, having a garnishment at one bank basically means you're flagged across all of them where you hold accounts. The Federal Reserve communicates those orders to banks using your Social Security number, and once they get the mandate, the bank has to freeze and withdraw the specific amount owed.

The name itself—Mastercard Prepaid Card—pretty much tells you everything you need to know. It’s issued by Mastercard, so it should be accepted pretty much anywhere globally.
I wish I could tell you I actually took mine down to Australia to test it out, but I don't exactly have the budget for a trip like that right now ;-)))
