Two months is a long time to be stuck in limbo—you really ought to reach out to whoever sent that garnishment notice over at Verizon, because unless they clear it on their end, Chase isn't going to be able to unfreeze your account.
In my opinion, banks should provide at least some basic guidance—like pointing you toward the specific department that handles account freezes—so you aren't just left wandering in the dark.
