Bank account frozen: What should I do?

So, a friend of mine just ran into a total nightmare: her bank accounts have been completely frozen because of some alleged debt dating all the way back to 2007. Now, here’s the kicker—she actually settled that bill years ago, and she was even given verbal confirmation by her service provider at the time that everything was squared away. Fast forward to today, and suddenly she gets a call from a law firm representing the carrier, telling her she needs to cough up the original amount plus interest. When she tried to explain that the debt was already paid, they basically asked if she had any physical proof on hand. Of course she doesn't, because we're talking about something that happened nearly two decades ago... how is anyone supposed to keep paper trails for that long? What is she even supposed to do now? Is there any actual recourse here, or is she just stuck being forced to pay for the exact same thing twice?
