Selling government-owned land

Can we use the fact that there was no public bidding process to void this land transfer? Like, force them to actually hold an auction? I went through every single public tender listed by this agency, and there's absolutely nothing for this specific lot.
Assuming that works, does it also mean a court ruling could be overturned if Person A sues Person B over illegal construction on that site? Since, effectively, Person B's ownership of the land gets wiped out.
It honestly baffles me that the lawyer handling this hasn't caught onto this yet. Or maybe they just don't think it matters.
Can someone verify if these steps make sense:
1. Sue the public agency for selling land without a public tender.
2. File a motion to nullify the lawsuit Person B filed against Person A.
3. Demand a new public auction be held.
Just to be clear, I'm not saying Person B was right to build that house without verifying the title. But the house is already up, and tearing it down isn't on the table. Person A has one goal here: screw Person B over and eventually snatch the house at a basement price. It's dirty. Plus, since Person A has deep connections within that agency, it’s hardly surprising things were handled under the table.
