Wage garnishments and collections

So, I just got hit with a legal summons from Verizon for $22 today. This is literally the first bill I’ve ever seen from them—no warnings, no past-due notices, nothing. Now the total has ballooned to $150
.
Does anyone have any advice on how to handle this so I don't get completely screwed over? I need the most cost-effective way to settle this... maybe setting up a payment plan or something similar.
