Wage garnishments and collections

Hey! So, I’ve got two outstanding bills—one with AT&T and one with T-Mobile. I recently went down to the IRS to find out exactly how much I owe, and now that I've finally scraped the full amount together—both debts combined—I’m planning to head out and settle everything tomorrow morning! Can someone please walk me through how this actually works? Do I pay the IRS directly, or do I go straight to AT&T and T-Mobile? And am I going to be hit with extra fees from the IRS on top of what I already owe? I've been searching everywhere for answers, but I can't find anything, and nobody is even picking up the phone at the IRS info line...
