Wage garnishments and collections

It has been three years since my electricity was shut off due to an outstanding balance. Since then, I haven't seen any kind of hold or restriction placed on my accounts at JPMorgan Chase regarding that matter. Does this imply that the debt has somehow been cleared, or am I simply misinterpreting the situation?
