Wage garnishments and collections

I just received an enforcement order regarding a piece of land in Washington, D.C. Here’s the kicker: the city took that land from me back in 1996 and gave me an apartment in exchange. I was only five at the time. Is it actually possible for them to use this ruling to go after my apartment? Thanks in advance for any insight.
