Wage garnishments and collections

Hey
So this kid owes AT&T some cash (mobile plan is roughly $1000). Since he doesn't even have a bank account, a writ of execution is basically useless—not that we even know if they've tried to pull anything yet. My question is: is there any way this debt just hits the statute of limitations and dies off after a while? I'm not sure what that window actually looks like. Plus, the guy doesn't own any property.
