IRS and Tax Filing Issues

I have a question regarding the submission of forms to City Hall... I’m currently dealing with a situation where I need to file for both Washington, D.C. and Martha's Vineyard... should I be submitting a consolidated report for both tourism boards through the IRS portal, or am I required to file them individually? (Though, if I'm being honest, I didn't even see an option for the Martha's Vineyard board in the dropdown menu)
