You can't offset it from sales tax. It’s strictly for VAT.
Check the Forms section on the IRS site under Offsets and see if they even give you that option.

It has been a while since I last logged into the IRS website. I am looking to check on my tax refund status and was wondering how you all typically monitor that. Do you receive a notification in your secure message center, or is there another way? If they send a notice, is there a standard timeframe, or do they just reach out once each individual case is processed?

Also, do they mail physical copies of the determinations to your home address? I didn't qualify for a refund the last couple of years, but I should be getting one this time, so I want to know what to look for.

Back in 2016, I got mine around mid-May, and in 2018, it was early May.
You can actually go into your settings and set it up so you get an email alert, which lets you know when there's a new message waiting for you on the portal.
