Starting a small business

Under these new regulations, they’ve done away with the small town business designation—you can't even display it at your main office anymore. I had mine pulled by the Department of Commerce without much of an explanation, honestly. Has anyone else received any clarification on this, or does anyone know where I can actually find the text of this new rule?
