Windows 7 Professional 64

I’ve already tried a different version and nothing changed... honestly, it looks like my best bet is just to take it to a repair shop and call it a day.

The screen just shows the shutdown animation and then stays stuck right there. I end up having to just hit the power button to force it off. What am I supposed to do about that? :/
View on imgurHere you go... Every time I try to shut down my PC, it just refuses to fully power off.

Fine, whatever. But I should probably mention that even if everything works perfectly right after I finish those installs, the second I shut down my PC and boot it back up, the exact same problem is going to happen again.
William Richardson12 said:Just because it boots doesn't mean it actually works... those aren't the same thing. Wipe the drive, reinstall Windows, get all your drivers sorted, then give it another shot.
I have already tried that approach, and I don't think that's the issue here. The system won't even shut down properly when I click the shutdown command. Just a week ago, I was playing GTA V and it was running perfectly at 60fps. Now, I can't even manage to install Call of Duty 2.
I'm not entirely sure, to be honest. He was the one who handled it, and when I checked back, he showed me that the PC was running just fine. Everything seems to be in order, and it's installing all the necessary drivers without any issues.
Hello everyone,
A few days ago, I ended up replacing my motherboard because a lightning strike fried my old one. After I installed the new board, I didn't get any video on my monitor at all. I managed to fix that part, so I have a picture now, but the PC is running incredibly slow. I can't even get a single game to install properly, which is frustrating since everything worked perfectly fine with my previous motherboard. I guess if anyone could offer some help, I'd appreciate it.
My components are: Processor: i5 2500
GPU: Sapphire r9 280
Motherboard: Gigabyte GA-Z68AP-D3
RAM: 8GB (4x2GB)
