Starting a small business

Greetings, everyone. I am seeking some guidance, if anyone is inclined to offer it. I am currently developing a cosmetic product and intend to launch it via an e-commerce storefront, but I find myself questioning the most logical starting point. Where does one actually begin? I am aware that the product must undergo rigorous regulatory testing and compliance checks required for cosmetics in the US... ANY ASSISTANCE WOULD BE APPRECIATED.
