Starting an LLC: Where to begin?

I’m looking for a bit of guidance here... My mom has been dreaming about starting her own bakery business for quite some time now. From what I gather, she can't just open a small local shop because she doesn't have the specific professional certifications required, so she'd likely need to set up an LLC instead—correct me if I've got that wrong...
Would it be more advantageous if I registered the LLC myself as a young entrepreneur? And if we went that route, how would things work regarding employees? It would just be her at first, I suppose, but we’d probably want to bring on some help pretty quickly...
Also, does anyone know where I can find a checklist of the minimum technical requirements for production and sales (and maybe delivery too)? When I search on some government portals using the industry code, it tells me I don't even need to meet certain facility standards, which sounds totally unbelievable considering we're talking about food production...
