Starting an LLC: Where to begin?

Hey everyone!
Got a quick question, might be a bit silly. Say I set up a website to sell something I made, like an e-book, and charge people for registration too. Do I need to register this as an actual business? I'm assuming it would be illegal if I wasn't paying taxes to the IRS...
