Not at all. It’s just that a bunch of naive citizens put their faith in a foreign entity and ran straight to them for loans. They were getting a bad deal regardless of who they chose. Now everyone is acting shocked, wondering how they could have been so foolish? Well, that's what happens when you run headfirst into a minefield.
