Right now, every single HD4770 is exactly the same.
They’re all built using the same reference design, featuring identical components and heatsinks across the board. Honestly, the only real difference you'll find is the sticker on the shroud.
Here are some local benchmarks:

The term ITX is just a specific format, and on PCMag, they list the standard version of the ATI Radeon HD 4890, not the 1GHz model, so let's stick to the facts. 😉
Over at Sobit, you can find a review for the standard Sapphire ATI Radeon HD 4890 that was actually posted on April 1st—a day before the official series launch. That puts it ahead of both PCMag and ITX.
As for your other question, you’ll have to take that up with Omegle or Linus, but from what I can tell, all this hardware was sent over for testing directly from Best Buy.
Here's my first unofficial benchmark of the new ATI Radeon HD 4890 cards featuring that 1GHz GPU:
http://sobitza.com/portal/content/view/762/32/Can anyone tell me which modern card actually matches the old X1950?
The HD4650 is right there with the X1950—probably even faster, honestly.

My current graphics card can't handle this game. I'm looking at an ATI Radeon HD4650 1024 mb that's actually affordable—would it be worth picking up?$217Did I max out the settings on this game? Or am I looking at a situation where I need to drop more cash on something beefier, like a 4850 version? I really don't want to spend more than I have to. $233 If I don't have to, then why bother?
I’d aim for at least an HD 4770 or an HD 4850. If you're already running a crossfire setup, why not just grab an HD 4770 now? You can always pick up a second one later, link them via crossfire, and end up with this:
http://sobitza.com/portal/content/view/687/32/By the way, Total War is part of the standard benchmark suite on that site, so you can easily compare the graphics there.

If I recall correctly, he put together the first local review for the HD 4770 graphics card. In his view, $333there isn't anything better out there right now.

Which one wins here?
They're pretty much on par, IMO.
Here are two local reviews. Take some time to dig in, read them over, and decide which way you want to go.

What do you actually know about US diplomacy, American exceptionalism, or those Wilsonian moral frameworks that have guided the USA since its first steps on the world stage? What kind of bullshit are you talking about regarding oil in Vietnam, Korea, Japan, or Germany? Those were some of the most grueling and costly US interventions, both financially and in terms of lives lost. Forty thousand US soldiers died in Korea, and hundreds of thousands were wounded just so they could defend free people from totalitarian thugs. There wasn't some massive interest there, no oil or anything else; they simply rebuilt a nation that now competes by leveraging cheap imports (the same goes for Japan, or even all of Europe). Yet here you are, squawking like a farm bird over a low-intensity conflict that’s minor in a global context, like Iraq. Who cared about Hitler or even Hirohito if the USA hadn't lured them into the Pacific to attack Russia at Hitler's demand? You don't know what you're talking about; you're just projecting your own narrow mindset onto everyone else.

I'm not going to bother responding because I'm not in the mood, but your comment definitely gave me a good laugh...
