Lumps under the skin

Look... I'm 32, and I've started getting these weird lumps under my skin.
I've had this one specific lump on my inner thigh for years now. It doesn't grow, and it hasn't changed at all, though it can be pretty painful if you press on it too hard. I have another one right above the muscle on my elbow, which also gets tender sometimes.
But here's the thing. Lately, these lumps have been popping up everywhere—mostly on my thighs and the back of my legs. It usually starts with a slight itch in the area, and then within a couple of days, a lump forms. Just like the others, they hurt if you touch them. Any idea what the hell this could be?
