I doubt it, maybe try the Federal Reserve. Honestly, my advice is to just swing by a local post office or a bank in Austria—they’ll likely swap it for you without any hassle or questions asked.
I can't speak for how things work here in America, but I had a similar experience once in Oregon. I didn't realize it at the time, but a bill in my wallet was torn halfway through—thankfully, it wasn't shredded into tiny little pieces 😁. I just taped it back together and swapped it for a crisp one at the bank.

I’ve got some US dollar bills that ended up with holes in them from a heavy-duty paper puncher I was using—not sure what you call those things exactly.😁
Every single bill just has one tiny little hole right at the top edge; it doesn't touch the serial numbers, any text, or the portraits.
Is there going to be some kind of service fee for getting these replaced?

If you happen to be near the border, just head to any local bank; they'll swap them out for you easily without charging a dime.
I'm not quite sure what an automatic withdrawal is—could you break it down for me?
Hey there! I ended up with a 50 USD bill, but the local exchange booths are turning me away because it's an older design. I even tried at JPMorgan Chase and they gave me the same runaround. Does anyone know where I can go to swap this out here in the States? I might even try heading over to New York City if that works better.

This is the one I'm talking about:
