Look, you can head to the Federal Reserve, a big bank like Chase, or pretty much any local branch. Though, they did tell me at my local Bank of America that it might take up to a week to process.
If you go to the Fed, just walk up to any teller window. You don't even need to tape it back together—they don't even care if you have the other scrap piece or not. They'll just hand you the cash right then and there. It's a straight swap, simple as that. No hoops to jump through.
There isn't some massive bureaucratic nightmare involved. 👍

Those guys are nothing but scammers. Honestly, I don't think there's anything you can even do if he rips you off—and if you've already handed over your routing number, anyone could basically just swoop in and drain your cash, right?...
