Washington, D.C. is crawling with migrant gangs, mostly from North Africa, running petty scams and harassing women. The cops are either spread too thin or just don't know how to handle them since half of them claim to be minors without parents around. (At least, that's the story—most don't have any paperwork, so nobody actually knows how old these kids really are.)
