This is nonsense. There’s this new theory floating around suggesting that failed integration is entirely the fault of the local population simply because they haven't fully embraced immigrants. Apparently, because locals don't go out of their way to accept them, these newcomers end up feeling like outsiders or "others." From that sense of alienation, you get this backlash where even the younger generations—those actually born on American soil—radically revert to their ancestral roots. So, according to this logic, the only way to prevent this is to constantly cater to them and make sure they feel welcomed at all costs. This includes things like taking the word of an adult at face value when they claim to be fifteen years old. They also argue that the whole process of integrating into the host society is actually a form of discrimination; instead, they think it should be a two-way street where the domestic culture is modified to accommodate the influence of new citizens. If I were feeling particularly cynical, I’d say this explains why the police seem so hesitant to intervene when groups of immigrants harass women in public. But hey, I guess that’s just considered part of the culture in some of the places a significant number of them come from.
