Traffic violation procedures

For months now, I’ve been parking on this one street right by my office. Then, out of nowhere, a local parking enforcement officer slaps me with a ticket $100 for parking there. Apparently, because the spot isn't officially designated as public parking, they consider it a violation. Now, I've got an eight-day window to settle the fine.
BUT, here's the kicker: it’s not just me. The entire street is packed—we're talking at least 50 to 70 cars. It’s a mix of commuters, locals, and people visiting from out of town... everyone just uses the space. I'm feeling a bit stuck and could really use some perspective. Should I just bite the bullet and pay it, or is it worth taking this to small claims court?
