Does anyone know which specific law covers the statute of limitations for traffic violations if they haven't happened in the last year? I'm trying to find the exact clause.
I've been digging through the Communist Party records and the misdemeanor codes, but I'm coming up empty.

Does this also apply when the police mail out a citation with a payment slip in someone else's name after I've already provided their info?
