When it comes to mail order, bicycles aren't subject to customs duties—regardless of where they're shipped from. It used to be that only bikes coming from the USA were exempt (provided you had the origin certificate), but that changed quite a while ago... now everything is duty-free, leaving only the standard 25% sales tax to deal with.
Parts and accessories for bikes don't get that same break... I can't recall the exact rate off the top of my head, but I definitely remember having to pay duties on a set of pedals once.
