In principle, it could be done, but customs agents are tightly coordinated, and Canadian authorities often tip off our American officials (in most instances) if they notice you've requested a tax refund. This makes navigating the process without running into trouble a bit tricky, though it remains technically feasible... if you believe the potential payoff justifies the risk, feel free to proceed. You can always play dumb if they start giving you a hard time :P .
