I guess you could always just ask Neteller support, though honestly, wouldn't it be way easier to just top up your account using a card? Or maybe check if Paysafecard works here in the States.

Well, you can pretty much place a bet at any online sportsbook right up until a minute before the event starts.
Most of them offer live betting too, where you can wager on things while the game is actually happening, and if you ask me, DraftKings has the best selection out there.
