Since a ton of people here use PayPal and/or Neteller, I'm trying to figure out which one actually fits my vibe and what I can afford. I'm a bit fuzzy on the details, so please don't kill me if I start peppering you with questions about this...

If I've got some cash sitting in my PayPal account in USD and I'm trying to pay a bill here in the States using local currency—how does that conversion work? Like, what kind of exchange rate are they hitting me with, and is there an extra fee tacked on for the swap?

For example, let's say I have $100 in PayPal and I want to hit up an ATM here in the US to pull out some cash—what am I looking at in terms of total fees/charges?

I saw on this page (someone mentioned it earlier) that there’s a decent amount of info available.
One thing though—what does "transfer per month" actually mean? Is that just the money moving in and out of PayPal, or does it include all the action I'm doing with a sportsbook? Because if it's the latter, that would mean I could basically "pump up" my volume with daily transfers just to fast-track my way to PayPal VIP status...

I’ve been noodling on some questions regarding PayPal, and if anyone out there is in the loop, I’d really appreciate the help:
1. Can I actually use my Visa card for everyday stuff here in the States, like hitting up Walmart, grabbing things at the mall, or filling up the tank at a gas station?
2. If my PayPal account is set to USD—am I gonna get hit with extra fees (either from the bank or PayPal itself) when I try to pull cash out of an ATM here in the US?
3. Same deal if my account is in USD—will there be any annoying commissions from the bank or PayPal if I’m traveling through Europe (like heading over to Mexico or Canada...) and trying to grab some cash?
