I’m pretty sure you can fix this by just doing a fresh installation of Microsoft Office in the language you actually want to use.
Basically, the entire suite needs to be set to that specific language right from the jump.
Installing a language pack is fine if you just need help with grammar checks or minor tweaks, but it won't actually swap out the main interface language of the software itself.
