Vaccination scars: anyone else have them?

My wife is 30 years old, and she has a scar on her shoulder from a childhood vaccination. After all these years, the area has suddenly become inflamed. She’s developed crusting in a circular pattern around the scar, and she's been dealing with this incredibly uncomfortable itching for about two weeks now. Has anyone else dealt with something similar?
