Physical Therapy: Recommendations & Info?

Hi there,
I’m looking for some guidance—honestly, I’m just not sure where to start my search.
My brother has a disability and special needs, and I want to make sure he's getting everything he's entitled to.
Does anyone know who I should talk to about improving his quality of life through medical support?
I mean things like having a physical therapist come to the house, or maybe access to specialized wellness retreats and rehab centers.
I assume the first step is reaching out to his primary care doctor, but does anyone have experience with this? Is there anything specific I should bring up regarding what his insurance or benefits might cover?
