How to switch OB-GYNs: What's the process?

I have a question. Last month, I signed up with a gynecologist in the city where my permanent residence is located. However, since I'm currently living in my college town, I just can't make the dates work; you have to wait at least three weeks just to get an appointment there, and trying to coordinate the travel is impossible. So, I decided to try switching to a doctor in the city where I actually live right now. When I went there, they told me a transfer isn't possible because I'm already registered with someone else, and apparently, I’d have to wait a whole year before a new doctor could take me on. Or, the receptionist suggested I go down to Medicare and submit a formal written request, though I didn't quite wrap my head around how that works. If anyone here has actually gone through this process, does Medicare actually honor those requests, and is the procedure relatively quick? If there's any actual point to it, I suppose I'll head over there and give it a shot.
