Can you get a Pap Smear if you're a virgin?

With my first partner, my Pap Smears were always totally normal. But with my second partner, my Pap Smear showed some inflammation. I treated it with vaginal creams and standard pills, but ever since then, every single time I get tested, it shows the exact same thing—even though I haven't been with that guy in years. Now I found out his current partner also dealt with inflammation too. He went in for full STI testing and everything came back clear. What is actually going on here? Is this kind of inflammation even curable?
